The State Council Information Office published that white paper on 10 October 2023. It is a primary source for the government’s stated policy, not independent proof of every project’s outcome.
Checking a comparison#
For a specific project, identify the agreement, operator, dates and implementation evidence. Distinguish a proposal, financing commitment, construction milestone and operating service. Do not treat an aggregate policy description as a current procurement or travel notice.
